In one word... "apathy." Abstractors just don't care enough to organize. NALTEA is a perfect example... had many abstractors joined NALTEA abstractors would have had some lobbying power. They would certainly never be able to amass the numbers of the NAR, but a few thousands could have probably made a difference. Currently NALTEA membership is 104.
