Increasing the title fee without performing any "core title" work is a Section 8 violation and is more commonly referred to as a kickback fee- which we all know to be illegal- these companies should be reported to HUD and required to stop doing this- who knows, if they do it on this line they probably are doing on other lines also. 
I provide an invoice as the second page of each case, right behind the original e-mail requesting the title be performed , it just provides confirmation of the order and the title being done to the client.
