You can enforce foreign judgments yourself if you are so inclined. Each state is constitutionally required to have a procedure in place to accomplish this.You have a right to represent yourself pro se if you are an individual.
If you are organized as a corporation or an LLC you may be required to hire an attorney in the forum state because representation of a corporation or LLC in a civil action by non-attorney corporate officers may be an unauthorized practice of law...as is the case in Connecticut. Small claims court is an exception.
