Let me get this right,   You  KNEW he was a non-
payer and did his work again anyway,   all I can
say is  "what a dummy".  Why did you not
insist that the PRE-PAY for all future work???
It's really hard to have any sense of concern
for businesses (that's what you are) that
 operate in a manner that lets them be
"sucked in".
