I have access plants around the East Texas area, but most charge an hourly rate for access.
If you are needing just specific info from docs, that is certainly a doable option at the courthouse. If there were enough doc requests, it might be feasible for the contractors to get hand held scanners (I've been wanting one for such a long while).
