I do not do titlle searches in Kansas, but as a reponse to your inquiry I have found that state licencing has providided a valuable tool against outsourcing to the third world. I rarely do abstracting any longer, but I do many closings, and find that local state licensing seems to keep the work local. It seems to require the presence of the closer at the closing table. It also requires that the closing venue be accurately reported by the closer. If the abstractors could secure similar legislation within their respective states...it may help them.to post a reply:
