You also have to be appointed by each underwriter you do the closing for. I have been getting a lot of grief from my underwriters to make sure every person that does a closing is properly licensed and appointed by them to the state.
I sympathize with you because I know that while I may take the time and effort to comply there are 50 other title companies that don't care and that just allows the unlicensed people to keep doing closing. It all starts with the state though, if they put enough pressure on the underwriters they will put pressure on their agents who will in turn finally get the message
