I'm no lawyer, nor do I play one on TV, but the way I read the text of the bill, the prohibition would only apply in a case where a peace officer or parole officer is a witness or an arresting officer in a pending criminal matter, and would only prohibit officers and employees of law enforcement agencies or courts from disclosing said officer's home address.
I don't know about Ohio, but in Pennsylvania, the Recorders of Deeds and Registers of Wills offices are technically not a part of the court system.
