If you are looking for something relatively inexpensive and easy to use, Paperport by Nuance is probably your best bet. It is a consumer product available off the shelf at many office stores. I have heard that Paperport 11 PRO is worth the upgrade. The basic version is $99, the PRO version is $199. I think that for the volume you indicate, Paperport would be fine.
We use a commercial application called DocuXplorer. It is REALLY nice and has some nice networking features. It is very customizable but that does mean that it is a bit more complicated to set up and use. The cost starts at $500, I believe, and depending on how many users need simultaneous access, it can get go up pretty quickly. We paid around $2,500 for the Enterprise Edition and 2 user licenses. Plus, they charge an annual fee for upgrades. However, they do have fantastic support. I have had a couple of problems and they are always quick to respond.
There are probably dozens of other excellent products you could look into; there are even some specific to the title industry. You could check out halFILE by hal Systems, for example. I am not really very familiar with their product, but they did send a representative to the NALTEA conference in Dallas a couple of years ago. It did look very impressive. I would have looked into it further, but I had already began using DocuXplorer by then. I do not know what price range they would fall in to.
