I don't believe the problem has been "adequately addressed", since the legislature had not considered the implications of the bill. That's the problem with the process...more often than not, legislation is passed before its implications are considered. It's been my experience that most of these clowns don't even bother to read the text of the bills they're voting on. At a minimum, I think the legislatures of both Ohio and Texas should have conducted a little background research on these issues before going off half-cocked.
But, that's just me.
