I would agree with you if the company were actually physically visiting the courthouse to obtain the documents in question.  In one instance, they made a bulk request by faxing a list to the county recorder.  How much do you suppose that cost, the price of a phone call and some postage?  The county office did all the heavy lifting.

Just a thought.
