Yep and the number was never intended to be a national identifier. The banks set up better systems with their credit card numbers. Did you ever notice how many numbers there are in those numbers. It's many times the total population of the U.S. This was done to make it extremely unlikely that anyone would ever accidently stumble upon someone elses credit card number.
Another interestting tidbit about the SSN is that for several years, their was a specific number (contained in the first 3) that was issued only to railroad workers.
