Actually, CAFA was passed to make it easier for big businesses (defendants) to remove class action suits to federal court. State courts were viewed as more plaintiff friendly. Prior to CAFA a suit required complete diversity and each plaintiff had to satisfy the jurisdictional amount in controversy of $75,000. CAFA requires only minimal diversity and, although the jurisdictional amount was increased to $5,000,000, the plaintiff's claims may be aggregated.
