I'm not noticing a trend, but I have seen it happen before. There was a small village nearby that bid out title work for a development project. An attorney I know, who was a resident of the village, bid it out for "premium only." When all the bids were in, he was informed that he was not the lowest bidder. But how could that be? No agent in the state (or elsewhere) could possibly do it for the less than the premium... at least not above board.
I believe when inquiries were made, the lowest bidder claimed an "error in calculating the premium" and withdrew their bid. I was skeptical.
