We needed a copy of the invoices for our accounting records.  We had requested copies of his invoice.  He said that he faxed them several times, but for a reason I cannot explain we did not have those copies.  When we offered alternative solutions he did not accept.  We would never refuse to pay an abstractor that has completed their work, but we do require some things such as a current W-9 and a copy of an invoice.
