In Connecticut it is not a matter of statute, but rather a desire of the individual towns to avoid being sued for the negligence of their employees. The various towns and their employees do not share the same immunities as state and federal employees.  I have heard many town clerks flat out refuse to look items up in the grantor/grantee index for that reason. Instead they will show someone the index, ans tell them to do the search themselves.
