Hi there David. Long time no talk to. I do enjoy reading about all the great work you are doing with the identity issues. I am not sure if your original question was answered, but if it was, sorry.
Here in Virginia, you do need to be licensed to be a title underwriter. We take a test, pass it, send in papers to the insurance bureau of the state corp commission along with a state police background check and wa-la, have a license. Well, and a few more details in there of course. Our license number is our social security number. And yes, you go on the insurance bureau web site to see what insurance underwriter any particular person is appointed with, and if I remember correctly, our home addresses and social security numbers are on our 'page'.
I dont like it much, and hope that the state will consider using a different method of giving license numbers.
