I also inflate for those who want copy costs in the fee.  Another issue that just frosts me is--filling out their form, which usually means long-hand, and their form doesn't even cover all the items I have on my computerized form.  So I charge for my time to fill out the forms.  Once I had a request for a flat fee that would include copies and their form, when I finished figuring my price--it was so high, I wouldn't have even hired myself :)  Didn't hear back from them--what's a girl to do?
