I'm starting to experience the same behavior.  My arrangement has the deed copy included in the search, but all other copies are at Registry cost.
So I return the order, with an invoice and the payment check doesn't include the cost of the requested mortgage copies.  It takes 2 phone calls to get somebody's attention and then 2 months to get the copy costs.  This
nickel and dime discounting is going to put me out of business.  Too bad because I enjoy title work.
