Yes, looking at the first and last page is too much of a risk. When you see the tax ID on the first page or the intake sheet on the last page you can at least determine if this is your property or not and it can save some expense. But really, if they still want to charge by page, they ought to allow us to  start a session and give a receipt at th end of the session. Marking the index and providing it with page count  would add a lot of time for us.
