Repeating myself here, but my suggestion for unknown out of state entities asking you to do work for them - if they don't pay in advance (no one does) ask for 2 or 3 references of vendors who are satisfied with their payment history.   This weeds out a lot. 

If they're indignant you've asked,  they're not professional.

If they refuse, you've dodged a bullet.
