They cut costs internally by not training their people and hiring at close to minimum wage!!!!! And most of those minions would not understand a title search if you explained it to them. But don't forget the standards a VM is looking for is in direct relationship to their clients demands.  Many lenders are looking to offer no closing costs and an app to close of less than 2 weeks.  When it comes down to it, it is a function of capitalism and the American culture of get it right now the way I want it.
