JT - I researched the two types in my state because at first someone told me I had to have a license and there is a difference - in the Home Inspections that you do - you inspect roofs, foundation, etc which in my state as you say requires extensive training and certification.  The inspection reports that are being discussed, I believe, are ones that are generally ordered by mortgage companies before they foreclose etc. - people are behind in payments and they want to know if the place is occupied, is it being kept up etc. - another reason - small credit loan companies are doing this - like $5,000 loans, etc. - very simple, very basic information with pictures of the property from all sides and down and up the street.
