Division by county might not be equitable. Division by county population would be though. For example: A county having 10,000,000 population could probably support many abstractors.

But rural counties of much smaller population are better served by one abstractor who is able to work up a route. One of the counties I serve has a total population of only 460 people. If territories were alloted by total population then one abstractor could be granted territories covering many rural counties that total the same population base as the metropolitan counties.
