James, agreed. There are significant penalties, and when I attended the NPRRA Conferences over the recent years, representatives of Dept of Treasury were there to speak to the guidelines.  It's known that the government has beefed up their enforcement team to address violators, and "aren't messing around".  We will see what January brings, especially with the new administration.
