If a subdivision (with no HOA) reinstates its expired restrictions, is it required that every lot owner sign?  If some choose not to sign, could restrictions be recorded with those lots excepted?

Also, is it necessary to re-record each owner's deed with the new restrictions at the time of reinstatement?
