The person is trying to represent themselves as a church? Without reading the documents filed, it is hard to determine just what the person is trying to accomplish. However, I doubt it will hold up in court.
The closest I could find in a quick search had to do with an Ecclesiastical Poll Deed, but that was last used in ancient Rome.
