It seem that the British have found a way to put an end to this problem.
The worst instances seem to occur when the pubs close at 11:00 PM, and the drunks wander out into the streets. So Parliament has enacted a law to keep the pubs open all night long. Great idea...keep the drunken brawls in the pubs and off the streets.
