Your argument would make some sense to me if the examiner was for some reason going to the county to make one copy of a deed. I would suggest if the examiners work level is so low that they would make a trip for one copy, they should concider another line of work. The initial post mentioned that 89 title deeds were copied in one county at a cost of about $270, and a gross of over $5000. I suppose if they drove to the courthouse 89 times the price is not out of line, but I am guessing they did not. Doing a simple google of this issue revealed that the local recorder would send the certified copy of the deed for about $3 bucks.
More importantly, it is very rare that someone needs a certified copy of their deed. In the event of some divorces, litigation, or estate situations, sure, but just to make sure you own the home? As we all know, just having a deed does not mean you own the property. There was a quit-claim deed filed in Montgomery County, Ohio shortly after the first moon landing. A couple of fellows down there quit claimed their interest in the moon to the US Government. I doubt that the government would rely on a certified copy of that quit-claim to establish ownership. This is a scam, pure and simple.
