I agree Robert. It is not practical to set a national price but I believe this is the path many VM's took and may be the source of much of the pressure on prices.
In other areas of the industry another approach has been used successfull for many years. The companies who set up networks of courthouse researchers to search UCC's, tax liens, etc. for corporate clients understood the searches were different in each locality. They set standard fees for their part of the service (subcontracting through their network) and added the researchers fees. Loyalty was developed between this earliest type of VM, their researchers, and the VM's clients. Everyone made a reasonable profit, while quality and security were assured.
