Steve,
You may believe Virginia recorders are not selling the records in bulk. Most recorders have no choice under the Freedom of Information Act.

Red Vision just bought the records of Arlington, Fairfax, Loudon and Prince William counties and will be selling the records online soon. You may notice a significant drop in your business as these records are exported all over the world. Not just by Red Vision but by thousands of companies who traffic in the bulk records of American Citzens.

I use Red Vision as an example because they openly announce their plans to purchase and market the records of individual counties. How much did they pay? You will have to ask your county recorder or more likely, have to make a Freedom of Information Request yourself for the records concerning bulk sales.

If you want to know who is really accessing the records the counties publish online, make a Freedom of Information request for the raw data logs from their website. You will find the site is being accessed regularly by traffickers from all over the world. You will likely find India, Pakistan, Russia, and China on the list of regular visitors.

Try this:
Do a google search on "Fairfax County Public Records" . You will find over a million hits. Now look at the paid links on the right side of the screen. You will find hundreds of sites offering Fairfax county records for sale. Where do you think they got these? They use both bulk purchases and free access.

Try doing a Google search for Fairfax County Title Search and you will find a company advertising Fairfax County title searches online for $9.95. Click on their ad and you will find they also offer "Criminal Check, SSN Trace, Driving Records, Credit Reports, Property Check"
<?xml:namespace prefix = o />
Where did they get this information? From the Fairfax County Courthouse. Who can buy the personal information of Fairfax County residents from this company? Anyone, anywhere with connection to the Internet.
