I believe you have a viable plan if you have candidates that are dedicated to the task. I think what you may need most is an issue that resonates with the voters.
The most effective issue I know of when it comes to someone running for County Recorder is that they show a willingness to protect the records the people entrust to them.
Kelly Pinion, a title abstractor, ran on the document security issue here and won hands down against four opponents. Ohio's new Secretary of State is in office because her opponent, the Hamilton County Clerk, failed to protect the peoples records and allowed them to be published online. The new County Clerk of Oneida County, New York just fullfilled her promise to the voters to
pull the plug on records her predessesor published online.
I believe any elected official who will not protect their constituents from from online exploitation by people outside the jurisdiction deserve to be replaced, and apparently the voters feel the same way.
