It may be that the reason there have been few complaints is that the general population has no idea their records are so readily available to anyone with an internet connection. That's the case here in North Carolina and most other states, where no one understands this issue until it's explained several times and then they always ask, startled, "Are you sure?"
NC records have been online that long, too. But the majority of people don't even know where the registry is and those who do are right to expect their records are safely kept by the people they put in office.
As for PA counties and social security numbers, I checked records tonight for a homeowner in Dauphin County, PA, and found name, bank, address, amount, marital status (single), signature and full social security number. She was livid and assured me she will be at their office when they open in the morning.
Don't underestimate your voters, educate them. Then you'll all get the recorder you deserve.
