In Connecticut the title would be held by the estate of the decedent represented by his executor. The executor would be a proper party defendant to a related foreclosure, but only in his representative capacity as executor...not in his personal capacity. The reason for this is that the subject matter jurisdiction of the probate court (administration of the estate) and the superior court (foreclosure) may differ.
As a defendant the resulting certificate of strict foreclosure or committee deed for a foreclosure by sale may wind up being indexed under the name of the decedent, his estate or the executor accordingly.
