I gave my opinion in a blog I wrote, Paper Collar Joe. Basically, they are still in business because nobody does anything to stop them. I imagine its extremely profitable to do several months worth of work and never pay the abstractors... that's just pure profit. And... when the abstractors start to catch on, they just find new abstractors.
