If they did not have employee taxes back then, why could the shipper not
"pad" the payroll by listing a crewman that did not sail on the voyage?
It would be much cheaper the "pay" a phantom crewman rather than
loose the coverage.
That's assuming that all ship owners were not honest back then also.
