Can anyone tell me whether or not Freddie Mac is recognized as Exempt from payment of Transfer Taxes and Stamps in Virginia.

The deal is a grant from FHLMC to a 1st time buyer, owner occupant. I need to know if the clerk is supposed to collect ANY transfer taxes at all on this type transaction, please, if you can, help.
