Ok, so I get these crazy e-mails all day long, some of which I absolutely believe, some of which I just think are nuts!  This little blurb though from an e-mail I got today has me stymied. I can't find any references to help me determine if this is fact.  Has anyone heard this yet?  Is this fact? I actually don't doubt that our appointed representatives will do all they can to not have to "opt in".  

  .........AND THEY DID. IT WAS ANNOUNCED TODAY ON THE NEWS THAT THE "KENNEDY HEALTH CARE BILL" WAS WRITTEN INTO THE NEW HEALTH CARE REFORM INITIATIVE ENSURING THAT THAT CONGRESS WILL BE 100% EXEMPT ! 

and then I see this:

   Amendment 28
 
Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Senators or Representatives, and Congress shall make no law that applies to the Senators or Representatives that does not apply equally              to the citizens of the United States

So, where are we on this?
