It is a reservation of rights without prejudice ("pre-justice") in Common Law / Patriot / Militia parlance.

It is meant, not to create a lien, but to reserve rights under State Laws.  Since it is the "Uniform Commercial Code" that ties to the codes and statutes of the various 50 States and not the the Federal gov, the theory often promulgated is that this is more "fundamental" than other sorts of statements reserving rights.  It is complicated reasoning tying to both Common Law and Commercial Contract laws. 

It probably has little or no effect regarding the document.  Has anyone ever heard of it being used or invoked  in any way, shape or form effectively?
