Fees to look at and/or print public records from many county recorders or torrens offices in Minnesota have been charged for many years now.  While initially most counties allowed free access (with the downturn in the economy and the state budget deficit) the counties seem to be moving, one by one, to charging for access to the public record.  It has become a cost of doing business.
