Some counties appear to not be offering county records en mass for purchase. Perhaps they've hit a "wall" in the number of counties willing to sell their databases, or another wall in how far back such records for purchase are available.
Just guessing, but if I were in their position, I'd guess that I'd need agents to do the research that falls outside of the records I have in-house.
