Robert, not sure about the fake bonds but these "sovereign citizens" believe they are not subject to US law.  I cover these counties in the article.  Another county I go to accepts & records in a separate set of books, not available anywhere but in the record room with it's own index, documents from these people from all over the US, proclaiming they are not subject to taxes or foreclosure, & some other really strange things.   It's bizarre.  These people apparently go to a seminar conducted by some nuts, rip-off artists, pay big money to go & then pay huge recording fees here for something that is not enforceable nor does any good.
