It looks to me as if Helene is refering to the proclamations of sovereignty that the clerk is keeping in a separate set of records. If they are not related to real property, or if they don't really fit any other catagory of documents kept by the office, I'm not sure what else they could do with them.
She does state, however, that the documents are (only) accessible in the records room, so the documents are public.
I would be interested to find out more about these records also, more out of curiosity than fear of any kind of title claim.
