The county is Lamar.  The book and index is called the BPA.  It is in the deed room. I have seen such documents recorded in other counties in the deed indices.  Most do not apply to property in Georgia or even anyone who has ever been here.  It is people who declare themselves sovereign citizens and as long as they pay the recording fees, docs are signed & notarized, they can be recorded.  In Ga, clerks do not determine what is a legal document.    It just so happens that in Lamar, as a courtesy to these people, keeps a separate index and books available to the public, are told upfront they will not be available elsewhere.   Believe it or not, some of these people have driven from other states just to get a court certified copy -- showing it was recorded.   Some realize they may have been scammed by whoever's seminar they went to.  They then want to retract their statements but again, must provide a notarized statement which would be recorded & w/out removing the original.  I don't think it would affect title, because as far as I know, it is not legal to declare yourself a sovereign citizen and are therefore exempted from USA law.  I do not check these.   If I ran into one in the official deed indices and it involved my property, then I'd make a note of it. 

From what I understand, the GBI, the FBI have been perusing such documents.  I believe all of this was reported on the news.  If you are curious, you may want to go to Lamar and see such documents.  It's a rural county and you will meet the most friendliest & helpful clerks!  They are the best.
