I wouldn't need liability insurance since I'm off of their shores, and would only set up an automated package system to do the same as India firms do now: auto-generate a report from a public records database and send it to them by email, giving me a 99.99% profit margin on their ten bucks.
I wouldn't even need to comply with privacy protections as to their clients, as I'm off-shore and could resell client data to third party data aggregates for further profit.
Heck, standards and practices wouldn't apply to me and I would be nigh invulnerable to liability. Is there a downside to our industry doing so?
Many nations are coming online with more records each year. The better the infrastructure, the easier it is for them to do so. I say we set up the same scam....er, "system" as these foreign operators use. Language fluency is optional as Google can translate, familiarity with geography is unnecessary as YahooMaps will give us topography while Wikipedia provides demographics, and consumer protections are just a few generic promises away.
