It should never happen because it is a regressive tax that shifts the tax burden from generally more affluent landowners (with more valuable homes) to the poorest of citizens (who rent the not-so-nice properties). I know I'll regret replying and you will probably try to convince me that raising taxes on the poor is somehow "more fair."
And, [almost] EVERYONE does pay property tax - it is factored into rent. Landlords may write the check, but they are most certainly collecting it with every rent check.
