Recently came across a Deed with Secretary of Housing & Urban Development as the Grantor.  It is signed Secretary of Housing and Urban Development By Hometelos, LP - its true and lawful delegate, being the Prime Contractor for Contract #C-OPC-23629 for the US Department of Housing and Urban Development of Washington, DC" and the signature is for an agent of Hometelos, LP.    We are not finding a POA for this particular company, though we've seen POAs for other HUD signers/representives.   There are internet articles announcing that this company is marketing for HUD (in 2010), but I'm wondering if there is something about this arrangement that means they are not required to submit a POA in order to act of behalf of HUD.  Does anyone know anything about this?  Thanks for your help!
