TJ, Why do you feel the need for the county official to be "neutral" on human rights/equality issues?  If the statement reflected YOUR personal views, I seriously DOUBT you'd have been prompted to write them a letter disparaging their "bias".  ALL persons are created equally and deserve to be treated equally under the law  -  your expression to the contrary is your own evidence of "bigotry"...
