I have a client that uses Qualia.  I underwrite for them.  The way I understand is that you have to PAY to use Qualia as a vendor and then you go into their database of service providers.  At that point, anyone on the Qualia system can search and use your services.

When I create an order with my preferred vendor and we receive the search through Qualia. Once I accept the search, it says:  Accept and Pay now.   

Not sure how they pay back to the vendors (per search, monthly, bi-weekly, etc payments) but it is definitely paid through Qualia when we (title) accepts the order)

Hope that gives you an idea how it works from the client side.
