Doesn't seem very profitable to have to do even a "partial search" for free. Maybe better to have a rate for a certain level search that would be "high enough" to insure a good return regardless of the amount of time involved. You know the value of your time and skill and shouldn't be bashful about charging top dollar for it. If they are looking for the low ball figure, you won't have a change (and really don't want) the job from that company anyway.
